The General Office of the State Council recently issued the Opinions on Accelerating the Development of Foreign Trade New Business and New Modes, which mainly puts forward six new business forms, including cross-border e-commerce, and puts forward requirements for taxation to promote the development of new foreign trade business forms: actively explore and implement tax collection and service measures to promote the development of new foreign trade industries and new modes, and optimize the relevant tax environment. Support enterprises with new forms of foreign trade to apply paperless methods to declare tax refunds. Enterprises with new forms and models of foreign trade recognized as high and new technology enterprises can enjoy preferential income tax policies for new and high technology enterprises in accordance with regulations.

In recent years, tax authorities in various places have actively innovated service measures, promoted digital reform, helped to improve the foreign trade business environment, and encouraged the development of new business forms and models. Since March this year, the pilot scope of cross-border e-commerce retail imports has expanded, and the scope of enjoying tax preferential treatment for overseas shopping products has also been further expanded. In addition, various innovative initiatives such as the pilot electronicization of archival documents are also being promoted everywhere.
